The things I would check are - Does the keyboard work if you plug in a PS/2 mouse not a USB one [I have met VIA hardware with this behaviour] - Turning off USB legacy support in the BIOS - this does affect PS/2 behaviour as it makes the BIOS fake USB as PS/2 and vendors do get it wrong now and then - Make sure the PS/2 keyboard isn't turned off in the BIOS (not many allow that though) If the keyboard works in some situations and not others its very unlikely to be a physical fault.
