As far as I can see, the standard WiFi program on Fedora is still system-config-network, and its various GUI interfaces, while NM is a wizard which is recommended but is not running by default. In my experience system-config-network is not very good, and neither is NM. System-config-network works about 65% of the time, for me, while NM works about 80% of the time.
