The sendmail init script will rebuild the sendmail.cf when a change in the sendmail.mc is detected when the init script is run. You can rebuild the sendmail.cf, the submit.cf and other hashed map files by running "make -C /etc/mail" manually. A "service sendmail restart" will that too, if a change is made in the source files (the .mc or plain text file for the dbs).
