You need to run it as:
system-config-printer-applet --no-tray-icon
By default, the tray icon will only show if there are print jobs in the
queue.
1) The tray icon *NEVER* appears when printing

Nothing happens. Oh, I can see the HD chew on it for a moment but then
I guess the moment is gone. No errors, no output, no windows....
