You need to run it as:

system-config-printer-applet --no-tray-icon

By default, the tray icon will only show if there are print jobs in the
queue.
1) The tray icon *NEVER* appears when printing
2) I've tried to run the applet but nothing happens - I do mean nothing.

1. Please don't top-post.
2. Open a terminal and run the following command:

python /usr/share/system-config-printer/applet.py --no-tray-icon

What happens?
(As you wish - the top posting which I do by default)

Nothing happens. Oh, I can see the HD chew on it for a moment but then I guess the moment is gone. No errors, no output, no windows....
