And how much bandwidth does it take to distribute one file that
changes once a month?

You wanted all the mirrors hosted by the project under the same control. Thats not just one file. If we dont host all the mirrors, we wouldnt be able to know how many hits the individual mirrors get. This is really simple.

I don't personally have a problem with this so I can't elaborate, but
I've seen others suggest a privacy concern that should probably be
respected.

I seen *nobody* express a privacy concern over *anonymous update logs*. If anyone has a single reasonable concern over it, do let us know.

I thought you did mention some mechanism to opt out
anyway.

That is about introducing say a first boot feature which gives users the ability to opt in and provide more features. Kindly read the archive of the FAB list that I pointed out earlier for more details.

What I'm saying is that the only really effective mechanism
is to not need to connect to the site at all, which would be the
case with an optional repository.

If you want to not even let the project collect anonymous hits you just have to use a local mirror.
