You use the chkconfig to enable/disable it under xinetd, You also
need to start xinitd.

chkconfig talk on         (It may be talk-server instead.)
chkconfig xinetd on
service xinetd start

This will start it, and configure it to start on every boot. You can
also use the services GUI.
