That is certainly NOT the case. Fedora 10's Epiphany package, just as all F-10 packages, will stop being maintained only when it hits its End-of-Life in December. There's a significant difference between pushing new major upstream versions to fix things, and simply applying patches/fixes on an as-needed basis to the current version.
