FWIW, from a DOS window under WinXP I connected to an ftp server and gave a password of "ALT-248" and the letter b. A network traces showed \260b going out over the wire.

If I try °b then \302\260b goes over the wire.

If I try ºb then \302\272b goes over the wire.

So, try type \260 directly where you'd type "ALT-248".
