That one sounds like a misunderstanding on the behalf of the original
poster.  Usually, the mouse pointer changes shape to show different
mousing abilities to you.  The I-beam for when you can do copy and
paste, the pointer for when you can do some action.  It sounds like they
want the mouse to always show a pointer at all times.  Quite the
opposite of what you've just asked.
