I also think that this is a bug, and it was seen in FC6.

There is a work around (at least for me).

By adding beryl-manager and beryl to my personal startup, the window
manager would load correctly when I logged in.


System/Preferences/More Preferences/Sessions and Startup Programs tab.

The window manager can also be started manually from the beryl-manager
(red diamond) in the task bar.

As I noted earlier, this is not a driver bug.  The problem here is
that no window manger is running at all, hence there are no window
decorations on any of the windows.  By starting beryl-manager (the
window manager), you've started a window manager, and the problem is
fixed.  If there's any bug here, its in Fedora, not the graphics
driver (which has absolutely no control over running a window
manager).
