There is a much easier way to enable this which is what folks are working on. Simply add more metadata and expose them better to the tools so that yum or a plugin, tools on top of it would fetch you only the security fixes. This is not the magic bullet since Fedora stays closer to upstream and if there is a security fix, in 90% of cases according to previous stats the means is not backporting but a update provided for the newer version. Combined with all the exploration of delta rpms etc this has the potential to suit the needs of folks who dont want to run through many updates as often.
