News: this morning I tried "yum install gnome-panel" -- and it worked! What's more, it *just* worked -- without even mentioning any dependencies, other downloads, or anything. So apparently the repos -- or at least the ones my configuration accesses -- did indeed catch up. I am of course delighted.
