Well, then I am wondering why "LoadModule access_module..." is
still in the httpd.conf file, while "LoadModule
authz_host_module..." is NOT.

My copy of FC5's /etc/htttpd/conf/httpd.conf has:

#grep -i mod_authz_host httpd.conf
 LoadModule authz_host_module modules/mod_authz_host.so

Which version are seeing? Mine is:

#rpm -q httpd
 httpd-2.2.0-5.1.2

I have the same version.

(This problem has been discussed previously on this list I noted.)

My problem was that I got old httpd.conf when I did fresh install. Is the httpd.conf generated when httpd is installed or is it in the rpm file? Something is wrong when httpd is installed.
