It is included in the rpm file.  Copying in the 
httpd-2.2.0-5.1.2.i386.rpm, extracting the http.conf file using:

#rpm2cpio ./httpd-2.2.0-5.1.2.i386.rpm | cpio --extract */httpd.conf

will place the rpm's file in the directory 
structure ./etc/httpd/conf and it contained the mod_authz_host.so 
module line.

Did you use any utility to configure your web server?  Mine is raw 
as I haven't yet activated or tried to set it up in FC5.
