All of the package installation/updating software on FC5 is based on
yum, which by default will access the Internet for the latest packages.

If your system has no network connection, you won't be able to use these
tools in the default configuration. However, you can make a local yum
repository on your hard disk using the CD/DVD ISO images, and the
Add/Remove software tool will be able to use that.

You will also need to disable the "extras" and "updates-released"
repositories by changing the "enabled=1"  lines to "enabled=0"
in /etc/yum.repos.d/fedora-extras.repo
and /etc/yum.repos.d/fedora-updates.repo
