Rename your old user directory to something different.
Delete the old user, and create it new from scratch.
Log in as the new user once. Log out again.
Copy all the files from the old user directory but those
which are already there.
Keep the old renamed directory for a while, just
in case.

Do you mean "Will the same steps work for root"

The answer is that they will, but it would be a little
scary. OTOH, a rescue boot CDROM can fix things up.
