I recommend Request Tracker: http://www.bestpractical.com/rt/.
It is non-trivial to install but the wiki guide for RHEL with
fastcgi should be close for fc4.

It works nicely with emailed requests from anywhere and a pre-configured
set of users per queue that get copies and can manipulate and close
the tickets but you should be able to make it work any way you want.
