Assuming a Mozilla derived browser, go to about:config and set these 
values,

  mousewheel.horizscroll.withnokey.action = 0;
  mousewheel.horizscroll.withnokey.numlines = 1;
  mousewheel.horizscroll.withnokey.sysnumlines = true;
