This is actually not even slightly true, since Windows 2000 (and possibly NT), one has been able to mount partitions to sub foulders.
Allowing you to have
C:\My Documets\ -> hda C:\Windows -> hdb C:\Program Files -> hdc
The above is also incredibly easy to do using the GUI tools (not to say it isn't with linux!).
