It seems so. I have just checked this on another machine (FC2) without 
ghostscript-gtk installed, and there I have /usr/bin/gsx, too.

> $ rpm -qlvp ghostscript-7.07-29.i386.rpm | grep gsx
> -rwxr-xr-x    1 root    root            14468 Jun 25 18:44
> /usr/bin/gsx $ rpm -qlvp ghostscript-gtk-7.07-29.i386.rpm | grep gsx
> -rwxr-xr-x    1 root    root            14468 Jun 25 18:44
> /usr/bin/gsx

But why does this give no file conflict during the installation of 
ghostscript-gtk?
