Just make /usr/sbin/kpp executable for everyone - or for a "dialout"-group and 
become a member of it.

Then type:
ln -sf /usr/sbin/kppp kppp

As the link in /usr/bin originaly points to /usr/bin/consolehelper which makes 
kppp use pam authentification.
All this you have to do as root, of course.
