I noticed this too - the gnome-panel doesn't work so well with xfwm, but
xfwm does come with its own panel: xfce4-panel which you may/may not
have installed.  Nevertheless, I don't much like the xfce4-panel, so I
would like to know of a way of making the gnome-panel stay on all
workspaces when using xfwm...
