How did you manage to upgrade? Manually with --nodeps?

$ rpm -qf /usr/libexec/clock-applet
gnome-panel-2.30.0-1.fc13.x86_64
$ rpm -qR gnome-panel|grep edata
libedataserver-1.2.so.11()(64bit)  
libedataserverui-1.2.so.8()(64bit)  
$ rpm -q --whatprovides 'libedataserver-1.2.so.11()(64bit)'
evolution-data-server-2.30.1-2.fc13.x86_64

That dependency implies that you cannot update evolution-data-server to
any version that takes away the two libraries required by gnome-panel.
