This module is included in your kernel and it seems that something is
missing in your config to launch it.

Try (as root):

modprobe toshiba_acpi


This gives me a message: No such device

 
(I think that you will get the same answer, but maybe get some more info
if you look at the log in /var/log/messages)

 
I am very new to FC13. What should I be looking for in /var/log/messages
It is quite a big file 

 
Then look in your BIOS if there are some special features to enable acpi
on your laptop
