I imagine the cli version does the same thing, so no surprise there. I was madly installing the packages needed to get it to work; this one might have been the one that finally did it: http://mirrors.kernel.org/fedora/development/x86_64/os/Packages/preupgrade-0.9.8-2.fc10.noarch.rpm I downloaded that and installed it with "rpm -Uvh". I may have had to get one or two others from development to satisfy its requirements. Hopefully that'll be clear.
