Yeah..you can`t delete rsyslog because its needed by a lot of packages..I`ve installed it via rpm with --nodeps argument.
# chkconfig --level 12345 rsyslog off
# chkconfig --level 12345 syslog-ng on
# chkconfig --level 12345 rsyslog off
# chkconfig --level 12345 syslog-ng on
