It's not a matter of key maps.
Unless confgured otherwise, X grabs the next unassigned virtual terminal.
I generally reconfigure X to not start on vt7 where that's the vendor's
choice, and let it float.
Then I run gettys on VTs 1-12 so X goes to 13.
