A USB DVD is a DVD connected to computer via USB. What Charles is trying to tell you, is that if the machine were not to boot from external USB drive, you can burn the boot image to a cd and boot it and it should detect the external DVD connected via usb which should have the Fedora 7 x86_x64 DVD and you can boot it.
