Yes, you specify in VNCSERVERS the display#:user combination and you
specify the startup parameters for every display#.
It is also possible to let xinetd start connections on demand. This can
be configured with the vnc-ltsp-config package. If you want to use that
along with any persistent vncserver sessions you might have to adjust
the ports used, though.
