I think you are saying you want to update individual packages in order
to migrate to F7.
I don't think you can upgrade by just changing the repositories that
yum looks at.
Yes, you can. Although not a very tested path you can install
fedora-release and associated fedora release notes dependency package at
the same time which points the repository to the new release and do a
yum update.
