I don't know about your shutdown launcher (as my FC6 does not seem to
have one, neither), but there is the 'poweroff' program, with which a
regular user can shutdown the system.  You can add a launcher that
just starts poweroff (maybe after asking for confirmation with
xmessage or similar).

I have the same situation on a FC5 machine I use at work, and despite months of periodic looking, and configuration changes, I have yet to locate the Shutdown gadget in the Add Panels dialog. I'd been hoping it was just a configuration issue, but I gave up on that and just set up a cron job to automatically shut my machine off an hour after I'm supposed to leave for the day.
