One likely reason is that years ago, when RH was choosing a desktop
environment to work on and ship, KDE depended on a not-quite-free QT
library.  That was settled when QT was GPL'd, but by then there was
already a lot of work started on Gnome.

That can't happen now that core and extras have merged.  So as long as
there are developers who like KDE & Fedora, there should be KDE
packages easily available.
