Some software may automatically finalize if there is not much space left.
I have used cdrecord and growisofs.

You are quite wrong about this.  An ISO image only contains the data for an
ISO9660 volume, which can be written to a CD or DVD, or loopback mounted
from a file.  The ISO image has /none/ of the pits and bumps of the various
colored books.  It is just the data for an ISO9660 filesystem.

It has none of the CD or DVD specific "bits".  If it did, it would work on
CDs or on DVDs, one format only.  It is just the data for an ISO9660
filesystem.
