Yep, it's broken unfortunately. I get exactly the same issue. You can however use it from the command line by doing the following: gnome-obex-send --dest=<BDADDR> <file> You have to use the hardware address of the bluetooth device you want to send to, but typing hcitool scan ...will list them.
