Here is what I get when I do mount /dev/hdc /dev/mnt:
mount: mount point /dev/mnt does not exist

The kernel probes it and find it as you said in /var/log/dmesg. Then I
go to mount it with mount /dev/hdc1 as the kernel probe shows to
/dev/mnt and it says it needs to kinow the file system type which I do
not know for dvd media. As a side note this is a brand new drive.
mount /dev/hda /dev/mnt
In my example, did you see a "1"?
A cd or dvd normally doesn't have a file system in the HD sense.
Try
mount /dev/hdc /dev/mnt
