Further up, under the default runlevel comments:


That makes runlevel 5 the default.  The line you're looking at is to do
with something that happens when you're in runlevel 5.

If you're booting into run level 3, it'll have a 3 in there, instead of
the 5.

(This box runs FC6, my others run FC4 & FC5, in case that's
 important to the thread.)
