How do you work out what package it wants to fulfill its needs?

Um... learn Perl?

Which it? If you mean spamassassin and added rule sets the SARE rules
are documented for their characteristics.

Read the descriptions. You'll note that "bigevil.cf" exists for legacy
or special needs. It is a delayed version of the filtering you get with
DNS tests to surbl.org. 70_sare_evilnum*.cf looks for known commonly used
addresses and phone numbers. 7x_sare_redirect_* are a host of rules of
varying "strength" from triggers on no ham in the test corpus (updated
more or less continuously) to lets almost no redirect spam trough but
has a bad habit of triggering on some ham messages.

Read. I know this is a foreign concept to young folks these days. But
the data is present. Use it.
