There sure aren't that many packages available on the single CD and AFAIK, you can't enable those repos during the install. I'd also be curious how the package count is arrived at. With Core, Extras, and Livna enabled I get this: $ yum -d0 list available | wc -l 4987 I don't have an Ubuntu system handy ATM to compare. But some of the difference may also be in the manner in which the packages are split up in Debian/Ubuntu.
