Neil,
Add -x to the #!/bin/bash line in /sbin/start_udev. That will spew tons
of info to the console. It might give you some indication where
start_udev is hanging.
Give the list some more info about the computer, motherboard, disk, etc.

After updating a friends FC6 upgrade from FC4, which had gone a
little awry, I'm left with a system that hangs at starting udev,
shortly followed by init killing /sbin/start_udev and then a kernel
panic.
Any ideas how to go about debugging this?
I've tried noprobe, nousb, nopcmcia, noudev to no avail. I can
currently only get in via the rescue-boot off the install DVD.
