I tried just adding a new section:
Section "Module"
Load "vnc"
EndSection
into xorg.conf and added a line equivalent to
Option "passwordFile" "path_to/passwd"
into the screen section
and once X is restarted then vnc-server works as previously - so
problem is solved.
