Hey,
I am not sure about your subnet mask problem, but if you want eth0:1 to
be active when your machine boots run system-config-network edit the
virtual eth and under the general tab tick "Activate device when parent
devices starts"

the result is inet addr:10.1.113.3 Bcast:10.1.113.63 Mask:255.255.255.192
