It does work in Windows 98. As does "cd c:\mydocu~1".

Also use of Start->Run is not required. One can just use the menus and
do the following:

Win98:  Start -> Programs -> MS-DOS Prompt
Win2K:  Start -> Programs -> Accessories -> Command Prompt

I have Win98 installed.  It worked for me when I tried it.  Actually I tried:

   cd "c:\My Documents"

and it worked.
