fc4: fc5: console: setup tui and UTF-8

On fc4 and fc5, after I have update with last kernel, 2.6.17-1.2141_FC4
and 2.6.17-1.2145_FC5, the TUI utilities like setup or
system-config-printer-tui show a bad layout if I execute without UTF-8
into $LANG.

if I run:

# LANG="it_IT.UTF-8" setup
the setup work great, but if I run:

# LANG="it_IT" setup
the setup show a bad layout....

If I reboot whit previous kernel all work fine.

I must run a hold curses application, and I must to use LANG=it (without
UTF-8) for show a good TUI layout ....

There is a bypass for resolve this problem?

Is a UTF kernel bugs?
