Is this file referred to from somewhere else, such as fedora-core.repo?

Where is the repo definition for the "base" repo (which is called "core"
by default in FC5)?

The file above is referred to as 'local-base'

I had a similar problem, fixed it with a removal of just about everything in /var/cache/yum/reponame. It took about 20 minutes to dl it all from scratch, but it fixed it.
