That would seem to indicate that it is already "listening", but not
"allowing".  Look through your CUPS config file for allow and deny
statements.  Including an "Allow from @LOCAL" along with where it has
allow from 127.0.0.1 ought to do the trick.  Think carefully, though,
before allowing /admin that way.
