For what it's worth, I think it's only checking to see if the system has some particular configuration files, and deciding that it's a "first boot" if they don't exist. Then, it'll either ask you all those first boot questions, or exit. If you've definitely got a working system that's been booted up many times, then you ought to be to turn off that service and perhaps speed up booting by a small bit. I disabled it on PCs that were well past their first boot, and haven't noticed any problems. -- (Currently running FC4, occasionally trying FC5.)
