No, it won't. "swat" is an xinetd service, so it is simply on or off.
You can't control it, specifically, on a per-runlevel basis.
If you have 'on' for at least levels 3 and 5 you don't need anything else. If
everything shows 'off' just do
chkdonfig --levels 345 swat
and that should do the trick.
If swat were not an xinetd service, you'd still need an "on" or "off" at
the end of that command line to tell chkconfig what you wanted it to do.
