I believe you are asking if a "login" screen can be presented when you
enter a "vncviewer myhost:1" command and then login as any user.

I do not believe that is possible.

You need to make sure that the vncserver service is starting at boot time.

chkconfig --list vncserver

It needs to be "on" and you need to have configured it via the
/etc/sysconfig/vncservers file.

There may be a GUI for this....but I tend to do all my configurations
via editing the config files directly.
