Basic rule is to check the local building codes. In some places it is even illegal to run the cables in your own home between floors due to fire regs. All holes between floors have to be sealed with fire rated sealants or use fire rated conduit that is sealed.
In our city, plenum rated cables have to be used in anything that has any type of air access. If you bring the cables out in any way to a patch panel, they have to be plenum rated.
