This could be due to a number of factors.  Firstly I would make sure
you're both using the same dns servers or think about setting up a
caching dns server to run locally.  This would speed up connect time
considerably since it can find the ip address of whatever you're
connecting to in a much shorter amount of time (given that you've
already accessed that dns name before).

Next thing to check would be the hardware in your system.  Do you have a
comparable system as far as processor ram etc as your roommate?

Having a whole lot of extensions on your web browser could also be
slowing you down as could other stuff running in the background.

You may even want to try out a different web browser like Opera or Dillo
and see if you notice a difference in speed there.
